**Biography**

 

Scott Luginbill joins Penta, the world’s first comprehensive stakeholder solutions firm, following his time as Incumbent Retention Director at the National Republican Congressional Committee (NRCC). With over 15 years of experience and relationships, he is a Capitol Hill and campaign veteran who has held senior roles, serving as Chief of Staff in the U.S. House of Representatives and as a policy advisor. Luginbill will bring deep experience and perspective, adding to Penta’s data-driven insights and improving the findings Penta offers its growing advocate and policymaker audience.
